China-ASEAN Environmental Cooperation Center

 At the 11th China-ASEAN Summit in 2007, the Chinese Premier WEN Jiabao introduced a set of cooperation proposals,including the formulation of the China-ASEAN strategy on environmental protection cooperation and the establishment of the China-ASEAN Environmental Protection Center (CAEC), with the aim to build a resource-conservingand environment-friendly EastAsia.
With the approval of the Chinese Government,CAEC was established in March 2010. Aiming at promoting regional cooperation on environment between ASEAN MemberStates and China, CAEC operates independently under the guidance and with the support of the Ministry of Environmental Protection (MEP) of China.
 

MANDATES
• Serve as a Focal Point for environmental cooperation between China and ASEAN . 
• Provide support to the government agencies both in China and in ASEAN member states  for developing cooperation strategy/plan on environment;
• Play the key roles and provide technical support on coordination and implementation of the programs and projects;
• Facilitate the dialogues on environment and development policy, including the proposed China - ASEAN environment ministerial level meeting and other high level environmental exchange activities.
• Promote of the cooperation on environmental technology, business community and the exchanges between public and privatesectors; 
• Conduct joint policy study on selected key issues in the region, and provide the policy recommendations to the policy makers; 
• Develop of the partnership with all interested countries and international organizations and build up the network to support the programs and activities jointly developed by China and ASEAN.


PRIORITIES

The “China-ASEAN Strategy on Environmental Protection Cooperation”, was jointly developed by the Ministry of Environmental Protection of China (MEP), ASEAN Secretariat and ASEAN Member States, based on the consensus reached at the Summit. The formulation and adoption of the Strategy injects new momentum to the China - ASEAN environmental cooperation. The objectives of the Strategy are as follows:
• Work towards the establishment of the China - ASEAN Environment Ministers' Meeting to conduct high-level policy dialogues;
• Build understanding and strengthen environmental cooperation to support environmentally friendly and sustainable development process;
• Explore  new  cooperation  areas  of  environmental  protection  and  implement demonstration projects;
• Develop the partnership between ASEAN and China environment agencies, international and intergovernmental organizations;
• Improve the capacity of China and ASEAN Member States in environmental protection through information and experience sharing. The cooperation priority areas covered by the Strategy include, but not limited to:
• Policy dialogue on environment and development, including the global or regional topics such as energy and environment, climate change adaptation, green urban and rural development;
• Environmental awareness for policy makers and education for public;
• Environmentally sound technologies transfer, environmental labeling and cleaner production; 
• Biodiversity conservation including jointly monitoring pilot projects; Capacity building on environmental governance; Trade, investment and environment.
